The Commission on Higher Education (CHED) is once again offering its CHED Merit Scholarship Program (CMSP) for the Academic Year 2025–2026. This government-funded program is designed to support academically gifted students, especially those from underrepresented sectors.

What is the CHED Merit Scholarship Program 2025?

The CHED Merit Scholarship is a financial assistance initiative for students who demonstrate academic excellence and come from special sectors such as:

  • Underprivileged and homeless citizens (RA 7279)

  • Persons with Disabilities or PWDs (RA 7277)

  • Solo parents and their dependents (RA 8371)

For 2025, CHED has increased the available slots to 2,779 — a significant jump from last year’s 1,374.

Who Can Apply?

Applicants must meet the following qualifications:

  • Must be a Filipino citizen

  • Must be a graduating high school student or high school graduate

  • Must have a General Weighted Average (GWA) of:

    • 96% or above for Full Merit

    • 93% to 95% for Half Merit

  • Must belong to only one government-funded scholarship or financial aid program

  • Those from special groups (e.g., PWDs, solo parents, indigenous people) must submit official certifications or IDs from authorized agencies

Required Documents

A. Proof of Citizenship

  • Certified true copy of Birth Certificate

B. Academic Requirements

  • High school report card (for incoming freshmen)

  • Certified true copies of Grade 11 and 1st semester Grade 12 grades (for graduating students)

C. Financial Documents (any of the following, as applicable):

  • Latest Income Tax Return (ITR) of parents or guardian

  • BIR Certificate of Tax Exemption

  • Certificate of Indigence from Barangay or DSWD

  • DSWD Case Study Report

  • Contract or proof of income (for children of OFWs and seafarers)

D. Special Group Certification (if applicable):

  • Valid IDs or certifications for:

    • Underprivileged and homeless (RA 7279)

    • Persons with Disability (RA 7277)

    • Solo parents or their dependents (RA 8972)

    • Indigenous peoples (RA 8371)

    • Senior citizens (RA 9994)

E. Program of Study

How to Apply for CHED Scholarship 2025

  • Prepare all required documents

  • Scan documents clearly and legibly

  • Submit your application online to the CHED Regional Office (CHEDRO) corresponding to your location.
